Sift these ingredients together until you have an even mixture. You will now want to roll your lean chicken wings in this flour mixture, making sure each wing is evenly coated. Place you breaded wings into a glass dish, and then place them into the refrigerator to chill for ninety minutes. Once the wings have chilled, place your oil in a deep fryer, and heat it to 375 degrees Fahrenheit, or 190 degrees Celsius. You will want enough oil to just barely cover your wings, so adjust it accordingly so that you do not waste any oil. Next take out a saucepan, and pour into it the salted real butter, Louisiana hot sauce, coarse ground black pepper, and ground garlic powder. Stir these ingredients together over medium heat, then remove the saucepan from the burner once a thick and even sauce forms. You will now want to fry your chicken wings for roughly fifteen minutes, or until they are crispy and golden. Let the cooked wings sit on a paper towel lined plate for five minutes, then place them into a bowl. Pour wing sauce into this bowl, then stir the wings around so that they are evenly coated with the sauce. Serve them immediately while they are hot. Garnish this meal with the blue cheese salad dressing for dip, along with a dozen fresh celery sticks.
